Plain answer
What is ISO 29148?
ISO/IEC/IEEE 29148 is the international standard for requirements engineering. It sets the requirements processes used with ISO/IEC/IEEE 15288 and 12207, the information items those processes produce, and the required content of those items.
The designation
ISO/IEC/IEEE 29148 is a joint ISO, IEC and IEEE standard prepared by ISO/IEC JTC 1/SC 7, Software and systems engineering. The published edition is the second edition, dated November 2018. A third edition is in development as a Draft International Standard.
What it covers
The standard has four jobs. It specifies the requirements processes used in systems and software engineering. It gives guidelines for applying the requirements related processes of 15288 and 12207. It specifies the information items those processes produce and their required content. It gives guidelines for the format of those items.
What it does not do
It is not a management system standard and it has no certification scheme. A project can claim conformance, in a contract or an internal procedure, and an assessor can examine the evidence. That is not a certificate. It also does not replace the process framework it elaborates: 15288 for systems, 12207 for software.
Who uses it
The scope names three audiences: those who use or plan to use 15288 and 12207, anyone performing requirements engineering whose application must conform to either, and those who use or plan to use 15289 for the information items. In practice that is the requirements lead, the systems or software engineering manager, the quality lead and the consultant.
