Clause 4.2: Full conformance
A claim of full conformance is a package of four commitments.
What clause 4.2 asks
A claim of full conformance is a package of four commitments. The first is the set of requirement constructs and characteristics in the four fundamentals clauses, 5.2.4 through 5.2.7. The second is the requirements processes in ISO/IEC/IEEE 15288 or 12207 that clause 6.1 names. The third is the information items required by clause 7. The fourth is the required content of those items in clause 9, plus Annex A. A project cannot claim the package while leaving out the part that is inconvenient.
Why it matters
Full conformance is the strongest claim the standard offers, and it is deliberately narrow. It is not a claim that the organization is mature, and it is not a certification. It is a statement that the named process provisions and the named information item provisions are both met. A reader who only wants the process guidance should make a process claim under 4.3, not a full claim.
No clause level change is public for this unit; the DIS keeps the title and scope, and the requirement text is not released.
What good looks like
Write the claim down before the assessment. Name the framework (15288, 12207 or both), list the four commitment areas, and attach one evidence pointer to each. Where an area is not met, do not soften the claim: either close the gap or move to a process or information item claim under 4.3 or 4.4.
Evidence an assessor asks for
An assessor will ask which framework the claim rests on, then open the information item index at the current baseline. A claim with no index is a statement of intent.
- Conformance statement A dated statement naming the framework, the edition and the four areas of the full claim, signed by the project authority
- Process evidence A process map that shows the three requirements processes and the project records that prove each was performed
- Information item index An index of the BRS, StRS, SyRS and, where 12207 applies, the SRS, with the baselined version of each
- Content check A clause 9 and Annex A content checklist with a named owner for each required section
Where it commonly fails
- Full conformance claimed while the SRS is missing on a 12207 project
- The information items exist but the process records do not, so only a content claim could be supported
- Annex A is treated as optional guidance even though the full claim includes its content
What to do before the revision
Choose the claim level first. If full conformance is the goal, build the four-part evidence set in this order: process map, information item index, content checklist, signed statement. If it is not, say so and use the narrower claim.
